<p>PROBLEM TO BE SOLVED: To improve the encoding accuracy of an image encoder by compensating the movement of an input image by making reference o the locally decoded images which are stored in the 1st and 2nd storage means. SOLUTION: When an error image Gg is outputted from an inverse conversion part 6, an adder 7 adds an estimated image Ge to the image Gg to generate and output a locally encoded image Gk. The image Gk outputted from the adder 7 is immediately stored in an STFM(short time frame memory) 11. However, the image Gk is not immediately stored in an LTFM(long time frame memory) 13 and then stored after a prescribed time. Thus the image Gk is stored in both STMF 11 and LTMF 13 respectively as the reference images. Then a block base estimation part 14 and a segment base estimation part 15 decides the images Ge, etc., based on the images Gk.</p> |
