A variable rate voice decoder 4 decode-processes coding voice information g4 to output a reproduced voice signal h4. At this time, coding voice information of the class of small timewise fluctuation, which is not transmitted in a frame showing that a transmission rate control signal f4 is the frame of low rate transmission, is interpolated by information of a frame transmitted before/after it, otherwise after reproducing information of a frame just before as it is, and is voice-decode- processed. |
