PROBLEM TO BE SOLVED: To reduce adhesive interface so as to reduce problems of separation by burying high tension bodies consisting of cord in a thermoplastic resin layer having a specific volume specific resistance value and saturated charge voltage. SOLUTION: This flat belt is provided with a thermoplastic resin layer 4 having a volume specific resistance value of 10<4> -10<5>Ω.cm and saturated charge voltage of 0-500v, and high tension bodies 1 consisting of cord buried in the resin layer, and hence provided with a friction layer 2 on the pulley side of the high tension body 1 and a surface layer 3 on the opposite side. A friction face 2a having fine recessed and projecting parts is formed on the surface of the friction layer 2. Because adhesive interface can be reduced so as to reduce interlayer separation in this way and an electrically conductive resin is used, it is unnecessary to use steel cord for giving electric conductivity or combine with plenty of carbon black, crack resistance can be improved at bending the belt, and the belt can be used for a small pulley.
