PROBLEM TO BE SOLVED: To obtain an IC card whereby usage is widened with high secrecy by executing a parameter conversion processing in intrinsic information and also mounting a public key and a secret key generated by means of a public key and secret key generating module. SOLUTION: Intrinsic information is processed to be made into a parameter and the public key and the secret key which are generated by the public key and secret key generating module are mounted. An IC card issuing means 100 contains an IC card (X) key generating means 110, a ciphering means 120 and a public and secret key generating means 130, etc. Then, a sub-key and a group key designating an industry, etc., are generated in the first key generating means 112 of the key generating means 110, a personal key is generated in the second key generating means 114 and the public key, the secret key and an issue certificate, etc., are generated in the third key generating means 115. In the ciphering means 120, various kinds of flat sentence information received from the key generating means 110 is numerized through the use of a ciphering algorithm and communicated to the key generating means 110 again. |
