PROBLEM TO BE SOLVED: To provide a copying device which can be stably cleaned for a long period. SOLUTION: The device forms an electrostatic image on an image carrier, to turn the electrostatic image into a latent image with a two-component developer, transfers the toner image and then, removes toner remaining on the image carrier by a magnetic brush cleaning device 7. At this time, a carrier whose surface is covered with a resin and which satisfies the condition given by equation 1.0×10<-2> <=A/B<=7.0×10<-2> , where the resin covering rate is defined as A% and the toner spent rate is defined as B%, during cleaning is used as the magnetic brush of the magnetic brush cleaning device 7.
