PROBLEM TO BE SOLVED: To provide an issuing device for portable storage medium capable of efficiently issuing portable storage medium in the case where the insurance data of portable storage medium for not performing issuance are present among prepares plural issuance data, and improving the operation efficiency. SOLUTION: This issuing device for IC card issues the IC card 9 by writing the issuance data to the data memory 10 of the IC card 9 with the built-in data memory 10. At the time of writing the issuance data in the IC card 9, the card number of a card to be issued at present and the card number of a card to be issued next are displayed at a display device 5, and in case of not issuing the card to be issued at present, the next card is selected without issuing the card at present and thus, the IC card 9 of an issuing object is issued without interrupting a processing. |
