PROBLEM TO BE SOLVED: To move a vehicle even in a place without a guide line by providing a prescribed distance traveling means for making the vehicle travel forwards or backwards for a prescribed distance at the time of receiving aerial propagation signals and a traveling stopping means for stopping the vehicle when the vehicle travels for the prescribed distance. SOLUTION: A portable communication terminal 1 as a communication terminal for generating the aerial propagation signals carried by a driver is provided with a forward movement switch 2 for instructing the forward traveling of the vehicle 4 and a backward movement switch 3 for instructing backward traveling. Then, this traveling controller 5 receives the aerial propagation signals from the portable communication terminal 1, makes the vehicle travel forwards or backwards for the prescribed distance and stops the vehicle 4 after traveling for the prescribed distance. Also, a radar device 6 detects an obstacle in front of the vehicle 4 and the radar device 7 detects the obstacle at the back of the vehicle 4. Further, a handle locking device 9 fixes a handle 8 at a prescribed position and is operated by an operation switch 10.
