SOLUTION: In pre-scanning, an edge separation processing and a dot separation processing are executed in parallel on a thinned picture. When the character is included, thinning processing circuits 8 and 9 are turned off. An edge separation circuit 11, a dot separation circuit 12 and a color separation circuit 10 operate in parallel on picture data which is not thinned and respective judgment results are inputted to a judgment circuit 13. The judgment circuit 13 judges a black character, a color character and a pattern by means of the presence or absence of the edge, the dot and the color of a notice element.
