PROBLEM TO BE SOLVED: To surely prevent the elution of heavy metals from a treated material by efficiently treating a heavy metal-containing ash through a phosphoric acid (salt) treating method. SOLUTION: Water, alum earth and a phosphate based heavy metal stabilizer are added into the heavy metal-containing ash and kneaded. Thus, alkaline components in the heavy metal-containing ash are allowed to react with alum and the heavy metals such as lead, cadmium are allowed to react with the phosphate based heavy metal stabilizer to stably stabilize lead phosphate and cadmium phosphate as hardly soluble salts. |
