PROBLEM TO BE SOLVED: To prevent the destruction of parts owing to the cross talk of current and to prevent an illegal reset operation in the live-line-insertion of a substrate. SOLUTION: When the substrate is live-line-inserted, power state monitor signals 204-206 are outputted from the power panels 111-113 to which power is supplied from respective power pins 120-123. A reset circuit 203 can sense the power voltage of the respective power planes by monitoring the states of the power state monitor signals. The reset control circuit 203 holds the potential of a reset control signal 202 to be high until it detects that power is supplied to all the planes. A substrate reset circuit 201 continues outputting a substrate reset signal 207 to a circuit in the substrate for a prescribed period after the potential of the reset control signal 202 becomes low.
