PROBLEM TO BE SOLVED: To obtain a moisture absorptive and dischargeable fiber plate having no color irregularity in external appearance and excellent moisture absorptivity and dischargeability. SOLUTION: Pinholes 2 and cutting grooves 3a, 3b are provided on the surface of a fiber plate base material 1 having moisture absorptivity and dischargeability, air gaps between the fibers is exposed with the atmosphere, and then painted. The grooves 3a, 3b are each formed in a V-shaped groove having 120 deg. or less of crossing angle of vertexes, and the arbitrary grooves 3a, 3b are so provided as to cross with the other cut grooves 3a, 3b. The paint used for painting contains extender, coloring pigment and synthetic resin of aqueous paint in such a manner that the mean particle sizes of the extender and the coloring pigment are 20μm or less.
