As the horn switch panel(50) is pushed down, the touch sensing device(60) becomes a conducting status. Then the movable conducting film(61) attached to the horn switch panel(50) contacts fixed conducting film(62) which is attached on the air bag module cover(32), and thus the alarm(33) is conducted. On the other hand, when the car collides head foremost, the air bag(31) is charged with the gas by the collision sensor. And the tear line(40) which is attached on the back of the air bag module cover(32) gives way to the force of inflating air bag, and the air bag is exposed against the module cover(32) and outside the steering wheels(30). When the air bag inflates, the horizontal crevice(42) and the vertical crevice(41) are torn up in very short interval, and allows the air bag to go out.
