PROBLEM TO BE SOLVED: To provide a recognizing device capable of surely rejecting the use of a forged ticket without loosing high speed processing and having excellent safeness. SOLUTION: The device includes a selected picture element(PE) list storing means 17 for storing a selected PE list for respectively specifying plural PE array patterns 1 to L previously selected from a PE group constituting the picture data of a paper sheet to be inspected and a PE array pattern selecting means 13 for selecting a required PE array pattern from the list. The sort or authenticity of the paper sheet is discriminated based upon the PE information of a PE group in the selected PE array pattern, so that a part to be inspected for discrimination can be changed in each inspection without fixedly specifying the part.
