PROBLEM TO BE SOLVED: To provide a method for forming a coating film having an antibacterial effect, excellent in adhesion to a substrate and resistant to chemicals and scratches on the surface of the vitreous substrate of ceramic glass, etc., and to provide its soln. SOLUTION: A titanium compd., copper and/or a copper compd. and an acid (e.g. nitric acid) and a titanium compd., copper and/or a copper compd., an acid (e.g. nitric acid) and a boron compd. are dissolved in an org. soln. so as to satisfy 0.05 < copper/titanium < 1.0 to prepare a soln. The soln. is applied on a substrate and then calcined at 300-650 deg.C for 5-60min to form an amorphous coating film having 80-2,500Åthickness.
