PROBLEM TO BE SOLVED: To more equally distribute calls by selecting a terminal, where the integrated communication volume is the smallest, as the terminating destination. SOLUTION: A transmission line storage part 114, a terminal storage part 107, a communication time calculation part 113, a communication volume calculation part 114, and a communication volume integrating part 115 are provided. The communication time calculation part 113 subtracts the start time of communication between first and second terminals from the end time of this communication to calculate the communication time. The communication volume calculation part 114 multiplies the communication time, which is calculated by the communication time calculation part 113, by the use band width to calculate the communication volume. The communication volume integrating part 115 selects the terminal, where the integrated communication volume is the smallest, out of second terminals as the terminating destination. Thus, the terminal where the integrated communication volume is the smallest is selected as the terminating destination, based on the integration result of the communication volume integrating part 115. |
