摘要 PROBLEM TO BE SOLVED: To improve the accuracy of a motion vector by finding the motion vector for the unit of a picture element. SOLUTION: A motion vector estimating part 11 estimates a motion vector S11 for each block or each picture element from a preceding frame image A and a current frame image B. The motion vector S11 is stored in a motion vector storage part 12 for each block or each picture element. An area dividing part 14 divides the current frame image B into plural areas and generates area division information S14 expressing the areas containing these respective picture elements by comparing the difference between the density value of a certain concerned picture element in the current frame image B and the density value of a picture element near this concerned picture element with a prescribed threshold. Based on the motion vector S11 and the area division information S14, an affine parameter calculation part 13 calculates an affine parameter S13 for performing affine transformation for each picture element in these respective areas. While using the affine parameter S13, a motion vector calculation part 15 calculates a motion vector S15 for each picture element in these respective areas.
