摘要 PROBLEM TO BE SOLVED: To reduce the degradation of picture quality and to improve encoding efficiency by enabling quantization corresponding to a picture pattern. SOLUTION: While using a synchronizing signal 104 delayed by a delay circuit 3, a small area dividing circuit 5 of a code amount control circuit 4 discriminates the position of an image on a screen corresponding to a DCT coefficient 103 and outputs the discriminated result as an area discrimination signal 105. According to the area discrimination signal 105, a small area characteristic analytic circuit 6 analyzes the characteristics of the picture pattern from the DCT coefficient 103 for each area and outputs the characteristic analyzed result 106. According to the characteristic analyzed result 106, a small area code amount setting circuit 7 distributes a target picture inside code amount 107 to respective small areas, allocates them and outputs an allocated code amount 108. Based on an area discrimination signal 109 delayed by a delay circuit 8, a quantizing parameter calculation circuit 9 calculates a quantizing parameter for each small area according to the allocated code amount 108.
