PROBLEM TO BE SOLVED: To simplify a maintenance operation at the time of setting a communication mode for making data readable and writable from an outside or the communication mode for inhibiting the write of the data from the outside and to shorten operation time. SOLUTION: Plural substrates 4-6 are disposed inside the housing 3 of a flow rate computing part 2 and a conductive stud 7 and an insulated stud 8 are attached among the plural substrates 4-6. A CPU 11 is in a normal state when the substrates 2-4 are used while being normally attached to prescribed positions inside the housing 3 and inhibits rewrite for all data or a part (write inhibition object data) of the data even when the rewrite of the data is requested from the outside at the time of the normal state. Inversely, when the studs 7 and 8 are detached and the substrates 2-4 are disassembled, it is judged as an in-office test or maintenance after shipping and the rewrite of all the data is allowed. |
