Data obtained as a result of a first encoding which is performed at the time of encoding uncompressed original video data by variable-rate compression-encoding are recorded on a recording medium on which the uncompressed video data are recorded. When a second encoding is performed from the recording medium, the data are quickly encoded in real time. A VTR (300) reproduces video data from a master video tape (10) on which source video data are recorded, and a compression-encoder (100) performs the first encoding. The bit rate, allocation data, etc., obtained as a result of the encoding are stored in a prescribed area of the video tape (10) through the VTR (300). With the video tape (10), the second encoding can be performed quickly without reading out bit rate data, etc., from another device.
