PROBLEM TO BE SOLVED: To reduce the line utility charge by adopting the method that the processing is repeated such that a terminal station to which data and transfer procedure data are transferred stores the data and transfers the data to other terminal station so as to reduce the transfer time. SOLUTION: Data of a transfer procedure and transfer data are transferred from a center station to a terminal station 1A. The terminal station 1A uses a control means to compare data of the transfer procedure with an address of its own station so as to grasps at which position in the transfer procedure its own station locates, and transfers the data of the transfer procedure and the transfer data sequentially to terminal stations 2A, 3E, 4G, 5H being succeeding transfer destinations. A center station transfers the data of the transfer procedure and the transfer data sequentially to terminal stations 2I, 3D, 4O, 5P for the same time. The center station transfers the data to each station terminal equipment at each layer from a higher-order to a lower order one by one, the terminal station receiving the transfer grasps the position of itself and transfers the data sequentially one station terminal equipment for each layer from the higher to the lower order.
