PROBLEM TO BE SOLVED: To obtain a water-in-oil type microemulsion having excellent stability with passing of time, stability to freezing and excellent in fluidity, readily handleable and useful as a waste water treating agent, etc., by using a water-soluble vinyl polymer, water, a hydrocarbon liquid, a surfactant and a specific compound as essential components. SOLUTION: This water-in-oil type microemulsion is composed of (A) a water-soluble vinyl polymer, (B) water, (C) a hydrocarbon liquid, (D) a surfactant and (E) a water-soluble liquid polyoxy compound of formula I (R<1> and R<2> are each H or a 1-4C alkyl; (m) is 1-12) and/or formula II (R<3> and R<4> are each H or a 1-4C alkyl; (n) is 1-6) as essential components. Particle diameter of the microemulsion is <=700μm and weights of the components A to E respectively satisfies 0.37<= component A/(components A+B)}<=0.63; 0.20<= component C/(components A+B)}<=0.43; 0.11<= (components D+E)/component C}<=0.33 (in weight ratio).
