PROBLEM TO BE SOLVED: To provide a method for calculating and paying a mail rate. SOLUTION: In the method for calculating and paying the mail rate, a mail batch containing plural pieces of mail is generated and a mail statement containing data on the mail batch is generated. The mail statement is digitally signed for easily verifying data maintenance in the mail statement. The digital signature is contained as a part of the mail statement. The mail statement is transmitted to a transaction processing center 1008. The transaction processing center 1008 moves funds to a delivery job for the payment of the delivery job for the mail batch. The mail statement or different mail data is stored in a non-volatile memory means. In the non-volatile memory means, the mail statement is stored in the means and it can be eliminated. But, it is not changed.
