PROBLEM TO BE SOLVED: To clarity the operation contents/duty range of each operator in charge and to prevent the generation of misoperation or the like by instructing the display of an operation instructing/operating picture from a supervisor's CRT device to an operator's CRT device in the case of highly important operation. SOLUTION: When abnormality requiring plant controlling operation is generated during the monitoring of the plant by the supervisor's CRT device, a symbol in an abnormal part on a picture 102 is flickered or displayed by a changed color. A system supervisor inputs the contents of the operation from a screen 103 to allow an operator in charge of the operation to execute plant controlling operation and transmits an operation instruction to the operator's CRT device. On the side of the operator's CRT device receiving the instruction, the operator recognizes the contents of the instruction by a screen 107 and returns a response to the supervisor's CRT device. The supervisor's CRT device receiving the response checks the response and transmits the display instruction on an operation screen 104 to the operator's CRT device. An operation picture 108 is displayed on the operator's CRT device and the operator starts operation.
