A system for laying flat and drawing off plastic film tubing from a fixed blowing head has flattening plates and pinch rollers which can be reversed about the axis of the tubing. The layout has a fixed reeling and transporting arrangement and two radially outer reversible guide rollers with two radially inner guiding/turning bars over which the tubing is passed between the pinch rollers and reeling station. The distance between the guide rollers and the turning axis in any position is greater than that of the part of the turning bars which oscillates and is wrapped round by film. The first guide roller and the pinch rollers are parallel between bearing plates which are rigidly attached to a slewing ring that is mounted so as to turn in the base of the framework; the second guide roller is attached by a frame to a holder whose ends are fixed to toothed wheels non-centrally; each turning bar is connected to toothed wheels through frames; the centre lines of all the toothed wheels concerned are aligned together and to the notional axis of turning of the rollers and bars.
