PROBLEM TO BE SOLVED: To produce a powder compsn. capable of improving the dispersibility of particulate powder with high productivity in a short time. SOLUTION: A 1st base material made of particulate powder of 0.005 to <0.1μm average primary particle diameter is mixed with a 2nd base material made of inorg. powder of 0.5-100μm average primary particle diameter, a surface treating agent and a solvent so as to regulate the weight ratio between the 1st and 2nd base materials to 3:7 to 8:2. The resutlant mixture is put in a medium stirring mill packed with beads of 0.2-2mm average diameter and it is wet- disintegrated by means of the mill to produce the objective powder compsn. Particulate titanium oxide or zinc oxide is preferable as the 1st base material, a flaky inorg. pigment such as talc, mica, sericite or kaolin is preferable as the 2nd base material and siloxane such as methylhydrogenpolysiloxane or alkylsilane such as decyltrimethoxysilane is preferable as the surface treating agent.
