SOLUTION: The approximately half part on the supply port side of a perforated member 5 disposed nearly horizontally in an oscillatable box-shaped hollow body 4 is formed in a sieving section 5a having many sieving holes 5b and the approximately half part is formed in a winnowing section 5c having many winnowing holes 5f. A waste transporting section 90 is installed below the sieving section of the perforated member and the part below the winnowing section is formed as a block chamber 15 for the winnowing section. A sieving section 18 of a type to make combination use of wind power is disposed in the position below the block chamber 15 for the winnowing section and adjacent to the transporting section 90. The part below the sieving section 18 of the type to make combination use of wind power is formed as a block chamber 19 for the sieving section of the type to make combination use of wind power. A magnetic separator 38 for recovering metals is disposed above a discharge trough 37 and a sorter 39 for recovering aluminum is disposed below the trough. A cage chamber 80 in which many tapping balls 82 are housed is disposed below the sieving section of the type to make combination use of wind power within the block chamber for the sieving section of the type to make combination use of wind power.
