In a video signal transmission system in which input video signals are coded for transmission, the coded data are decoded with quantization information (S9) determined for each block group (GOB) from the amount of the data remaining in the buffer memory (10). The differences are weighted with flatness which relates to the degree of perceivability of possible distortion.
