<p>PROBLEM TO BE SOLVED: To provide an error correction function strong for transmission errors and to suppress retransmission signals and picture freeze generation for the dynamic image transmission of super low rate transmission. SOLUTION: Encoded bit streams for which the improvement of turning to a super low rate is executed to an existing dynamic image compression standard H.261 are received and the error correction function is organically executed for them in the respective levels of codes, syntax, patterns, signals and recognition with a protocol as a base by a communication path decoding part 35, a pattern/signal level error correction part 37 and the processing part 38 of a recognition level, etc., in the stage of a decoding processing. Further, by the global check of the encoded bit streams for which a required bit amount is considered, the error detection of the patterns, the signals and the syntax is driven and error correction based on the evaluation of the recognition level is performed by using mode information and area information (human being or the like) based on a 2D template.</p> |
