PROBLEM TO BE SOLVED: To make it difficult to reproduce and forge a used prepaid card by providing a prepaid card forging preventing mechanism which forms plural punch holes in a prepaid car at random so that they partially overlap each other. SOLUTION: After a prepaid card 1 is set at a specific position by a prepaid card fixing instrument 613 on a belt conveyor 611, an electric motor 612 is operated by the driving signal from a card feed speed control circuit 51 and the belt conveyor 611 is operated at a specific speed. A solenoid type perforating machine 62 and a holding punch 621 perforate the prepaid card 1 sent by the belt conveyor 611 like punch holes 11, and the timing of this perforation is determined by a perforation position timing generating circuit 52. Consequently, the punch holes 11 are formed at random while changed in a time series so that they partially overlap each other.
