The device includes a high voltage source (1) and two remotly positioned flat electrodes (5) having a dielectric (6) placed between them, and at least one of the electrodes (5) can ocsillats. The flat electrodes (5) consist of two layers (3 & 4) made of electrically conductive material, where at least one of three layers (3 & 4) can oscillate. Material with springing-damping action (2) is fitted between the two layers (3 & 4), the layers (3 & 4) being fitted in such a manner that they permit the oscillation of the electrodes (5).
