PROBLEM TO BE SOLVED: To provide a functional element-containing composition having improved optical properties, nonlinear optical properties, electric properties and magnetic properties, etc., without association of the functional elements by blending zeolite fixing functional elements with a medium raw material and calcining. SOLUTION: This functional element-containing composition is produced by following processes: at first, a water-soluble compound of a functional element composed of a rare earth element selected from Nb, Ho, Tm, Er and Ce and zeolite are heated in water and ions of an alkali element of the zeolite and the functional element are exchanged, and treated with an ammonia chloride solution to obtain zeolite fixing the functional element. Next, the resultant zeolite is blended with a medium raw material composed of silica sol obtained by hydrolyzing alkoxysilane and gelled, dried at 100-400 deg.C, pre-fired at 1400-1600 deg.C, fired at 1700-1800 deg.C and crushed to give the objective functional element-containing composition having 50-250μm particle diameter.
