<p>PROBLEM TO BE SOLVED: To execute efficient fare adjusting and issuing processing by receiving an unadjusted passenger medium and its shortage amount, issuing an adjusted medium and issuing and allowing a passenger medium necessary for succeeding railway utilization. SOLUTION: When an excess fare adjustment ticket is inserted into a ticket inserting port 15 in accordance with an adjusting operation procedure displayed and guided by a guide display device 12 in the case of adjusting an excess fare by an adjustment machine 11 with a passenger ticket issuing function, a CPU 31 reads out excess fare adjustment ticket information, calculates an adjusting amount and displays the calculated adjusting amount information and purchase operation information for a return ticket on the display device 12. At the time, a passenger for adjustment requests the issue of only an adjustment ticket, charges a shortage amount necessary for the adjustment, and at the completion of the adjustment transaction, an adjustment ticket is issued. In addition to the processing for adjusting an unadjusted passenger medium, a passenger medium necessary for succeeding railway utilization is allowed to be issued.
