PROBLEM TO BE SOLVED: To prevent unauthorized dubbing of a video information by allowing only the video recording and reproducing device recorded the video signal on a recording medium to be able to obtain a normal reproduced video signal from the recorded medium concerning the video recording and reproducing device. SOLUTION: Plural groups of scanning lines to be delayed and each delay time of them are decided by mans of a random number generated by a random number generator 5 in synchronism with the vertical synchronizing signal of the video signal to be recorded and ID information specific to the device of an ID memory 9. Based on the decision a 1H memory 11 records the video signal in the recording medium by inserting the random number in the vertical blanking period of the successively delayed video signal. At the time of reproducing, the plural groups of the scanning lines to be delayed and each delay time of them are decided by the random number separated from the reproduced video signal and ID information specific to the device and the 1H memory 11 delays the reproduced video signal based on the decision to restore to the original video signal before recording.
