PROBLEM TO BE SOLVED: To obtain an oily cosmetic having high dispersibility in a system having high oil content and excellent applicability, giving excellent make-up, stably keeping the color with time and causing little transfer and migration of color. SOLUTION: This composition containing a fluorine-basea oil contains (A) an oily base having an IOB value of∞0.2 and taking liquid state at normal temperature (e.g. triisostearic acid diglyceryl ester), (B) a fluorine-based oil (e.g. perfluoropolyether) and (C) a powder (e.g. titanium oxide) at weight ratios (A:B:C) of (1 to 10):(0.01 to 5):(0.01 to 15). The composition may be further incorporated with (D) a carboxyvinyl polymer and/or an alkyl-modified carboxyvinyl polymer at weight ratios (A:B:C:D) of (1 to 10):(0.01 to 5):(0.01 to 15):(0.01 to 10). An oily cosmetic such as rouge, eye shadow, eyeliner, foundation or cream is prepared by adding the composition in an amount of 0.5-75wt.%.
