PROBLEM TO BE SOLVED: To enable a call through a satellite communication system even if the call from a ground communication system is impossible. SOLUTION: A mobile radio communication system covers a service area by satellite system zones 11a and 11b and ground system zones 12a to 12j. The satellite system zones 11a and 11b are satellite communication systems and are set on the ground. The satellite communication system performs the call control of the mobile radio communication in this satellite system zone. The ground system zones 12a to 12j are set by the ground communication system. When a response is not received even if a ground communication system mobile radio control station performs the call control of the mobile radio communication in this ground system zone and transmits a call signal to the ground system zone, the call signal is transferred to a satellite communication system mobile radio control station. A mobile terminal equipment 13 switches to the satellite communication system when the equipment monitors the call signal of the satellite system zone and detects the call signal in even the waiting state of the call signal in the ground system zone. |
