<p>An exchange (1) for controlling the state of offered communication service includes call control memories (131-1 to 131-M) for user terminal paths in which information on registration of user terminals offered desired forms of communiction service is registered and which are linked to each other. The exchange (1) also includes a communication service offering section (121) which offers a desired form of communication service and a link change control section (122) for changing the link of the memories (131 to 131-M) so as to change the form of communication service.
