PURPOSE:To improve the transient characteristics and the transmission characteristics of waveforms by accomplishing the adding and substracting adjustment of a voltage dividing ratio with a measuring circuit connected to a lower voltage side and by making the resistor and capacitor at the high voltage side such that they can stand a high voltage.
