PROBLEM TO BE SOLVED: To prevent loss of details of an image and to simplify the filter device by providing an activity calculation means and a block distortion elimination means cbntrolling adaptively picture elements based on an activity received from the activity calculation means and eliminating block distortion. SOLUTION: Image data decoded by a decoder 100 is given to a block distortion elimination filter 300 and a block processing unit 400. The image data are divided into blocks with a size of 8×8 picture elements for the image data and the data are outputted to an activity calculation device 500 in the unit of blocks. The activity calculation device 500 calculates an activity of a pattern of a block from the received block data. Then the block distortion elimination filter 300 is controlled adaptively based on the activity calculated by picture element data in the block including a noted picture element being an object of filtering to prevent loss of details of the image.
