PROBLEM TO BE SOLVED: To distribute the load of the file registration work to wide-range general users by actually registering information to open it to general users at the time of issue of the pre-scribed number of or more opening requests from general users. SOLUTION: An information opening discrimination means 101 discriminates whether file information temporarily registered in a temporary storage area meets requirements for actual registration to a normal storage area or not based on opening requests from general users. A register system control mechanism 10 is provided with a news means 102; and when a request to actually register the file whose temporary registration is requested is issued from a specific user who requests temporary registration, contents of the registration request are generated into news and are contributed to a news bulletin device. The information opening discrimination means 101 discriminates whether temporarily registered information should be registered in the normal storage area or not based on the number of users who refer to this news to send the library mails which approve information registration. |
