The controller includes an internal voltage supply stabilisation circuit which supplies control circuits and a fail-safe relay drive circuit with a stabilised voltage. A monitoring unit supervises the operation of the circuits in the controller, based on the condition of the supply voltage. A control unit controls the fail-safe relay drive circuit based on a detection of a predetermined output condition of the voltage stabilisation circuit through the monitoring unit. The output condition indicates the appearance of an abnormality in the circuits.
