PROBLEM TO BE SOLVED: To compress an additional code in compression encoding and to reduce transmission data quantity. SOLUTION: A maximum value detection part 3 and a minimum value detection block 4 detect the maximum values MAX and the minimum values MIN of respective blocks. A subtraction part 5 detects a dynamic range DR by MAX- MIN. A quantization part 8 quantizes a normalized picture element value from the subtraction part 6 in accordance with the dynamic range DR. Class classification prediction parts 9 and 10 generate prediction values DR' and MIN' from the dynamic range DR and the minimum value MIN. Subtraction parts 11 and 12 calculate residual signals ΔDR and ΔMIN between a real value and a prediction value. The residual signals are converted into variable-length code by variable length encoding parts 13 and 14. Variable length encoding outputs for the residue of quantized output (q), DR and MIN are transmitted or recorded. |
