The granular propellant was stirred at 60- 95 deg.C, 130- 500 rpm of velocity in water, adding 1.0 wt.% of natural rubber to coat a combustion retardant agent on the surface of the propellant, 3- 16 wt.% of the combustion retardant agents selected from DNT, DBT, camphor and EDMA dissolved in 50- 400 wt.% of hydrophillic solvents such as acetone or ethyl acetate, was added in the granular propellant solution, and leaved for 30 minutes- 7 hours, followed by cooling at room temperature, and isolated the propellants.
