PROBLEM TO BE SOLVED: To prevent offset due to releasing by forming lots of fine grooves parallel to the circumference direction on the surface of the core metal of a fixing roller. SOLUTION: This fixing roller is produced by applying a primer having 1×10<15>Ω/cm<2> volume resistance and 8μm thickness on a core metal 31 having grooves and covering the core metal with a PFA tube having 50μm thickness by melting. In this method, the surface of the core metal 31 is processed with a lathe as shown in the figure in such a manner that grooves are formed to have specified depth 32 and pitch width 33 around the core metal 31. Since lots of grooves parallel to the circumference direction of the core metal 31 are formed, the fluorocarbon resin tube can be made to have fine grooves when the tube is applied on the core metal 31. By the effect of these fine groove on the fluorocarbon resin tube, a transfer material can be smoothly released from the fixing roller, which suppresses the charge amt. itself due to releasing. Moreover, the surface area of the fluorocarbon resin tube is made extremely large, which also suppresses the potential due to electrification by releasing.
