PROBLEM TO BE SOLVED: To suppress the use of an unauthorized security module by outputting information to be the base of a judging means to a processing means. SOLUTION: A decoder 31 successively outputs a security module certification command and a value N to a security module 32. The module 32 applies previously determined prescribed operation to the inputted value N and returs its operation result E(N) to the decoder 31. The decoder 31 judges whether the operation result E(N) is correct or not (whether the security module 32 is authorized or not).
