PROBLEM TO BE SOLVED: To provide a noise suppressing device in which noise is suppressed from acoustic signals mixed with noise. SOLUTION: A signal time dividing means 100 divides input signals into short time segments and a pitch extracting means 200 extracts pitches of the input signals. A frequency band dividing means 400 performs a frequency division of the short time segmented signals. An energy or effective value computing means 600 computes the energy or effective values of the output of the means 400. A feature amount computing means 800 computes feature amounts and a weighting value computing means 900 computes the weighting values of the signals. A multiplying means 910 multiplies the frequency of the input signals and the weighted values and a sum total means 930 sum totals the output of the means 910 over the frequency and the time.
