PROBLEM TO BE SOLVED: To provide an electrifying roller and an electrifying member which reduces the generation of electrifying noise and which does not generate irregular electrification by blending dinitropentamethylene tetramine of an average grain size of a specific value in rubber base material in a conductive elastic layer as foam agent to let it foam. SOLUTION: In an electrifying roller 2 provided with a core metal 2a and a conductive elastic layer formed on an outer circumference of it, dinitropentamethylene tetramine of an average grain size of 20-50μis blended in rubber base material in the conductive elastic layer as foam agent to let it foam. This electrifying roller 2 is composed of a core metal 2a, a conductive foam layer 2b, and bubbles 2b'. An electrifying layer 2c may be provided on the outer side of the conductive foam layer 2b. For the electrification roller 2, a volume resistance ratio of the conductive foam layer 2b is set at 10<0> -10<10>Ω.cm. Its rubber hardness has a low hardness of an Asker-C 30 deg. or less. When the rubber holds this low hardness, is installed on an image forming device and has a voltage applied to it, generated electrifying noise can be extremely reduced.
