PROBLEM TO BE SOLVED: To highly accurately measure a pressure and a weight by providing a dielectric layer interposed between a pair of electrode layers wherein tanδat a specific temperature and a specific frequency is a specific value and the layer has specific rubber hardness. SOLUTION: Dielectric layers 12, 13 made of a rubber elastic body are provided respectively between a plurality of electrode layers 14 to 16, so that the electrode layers 14 to 16 are separate. The dielectric layers 12, 13 are formed of natural rubber, polybutadiene rubber, polyisopropylene rubber or the like, wherein tanδat approximately 10 to 30 deg.C and approximately 1 to 30Hz is approximately 0.03 or less, and JIS A-scale rubber hardness at approximately 10 to 30 deg.C is approximately 20 to 80 degrees. In any case where tanδ>0.03, the rubber hardness <20 degrees, and the rubber hardness > 80 degrees, hysteresis as a sensor increases. Thus a weight and a pressure can be highly accurately measured without complicating a structure.
