PROBLEM TO BE SOLVED: To prevent frequency skipping which can occur by oscillation conditions when a power source is turned on by a relatively simple constitution of a circuit and to obtain effective oscillation by constantly oscillating at a specified frequency. SOLUTION: A judgment means 1 which judges whether oscillation is abnormal or not by detecting the oscillation frequency and comparing it with a standard oscillation frequency and a correction means 8 which returns the oscillation frequency to the standard oscillation frequency when the oscillation is judged to be abnormal are provided.
