PROBLEM TO BE SOLVED: To provide a system configuration creating method and device for improving the reliability in a power system by switching system for changing the power flow of a facility which does not satisfy the restriction of the power flow and hence creating a system configuration for satisfying the restriction conditions of the power flow. SOLUTION: A loop facility including an overload facility is detected by an adjacent system state creation part 13 and a plurality of system configurations where the power flow of the overload facility changes are created by stopping a facility for configuring the loop or changing the usage state. The created system configurations are evaluated based on a target function by a system configuration evaluation part 11 and the best system configuration is selected by a selection/storage part 14 in an optimum adjacent state. By repeating the processing, an optimum system configuration is displayed on an output device by an output part 15 in an optimum system configuration. |
