PROBLEM TO BE SOLVED: To correct the degradation of frequency characteristics caused by interpolating processing when generating an interpolate signal by detecting the motion of an interlace system image and adaptively switching intra-field processing and inter-field processing corresponding to the quantity of the motion. SOLUTION: A delay circuit 102 outputs 1st-3rd delay signals and a delay circuit 103 outputs 4th-6th delay signals. A high frequency component extracting circuit 104 outputs the high frequency components of 1st and 2nd delay signals by performing intra-field operation processing and a high frequency component extracting circuit 105 outputs the high frequency components of 1st, 2nd and 5th delay signals by performing inter-field operation processing. Multipliers 106 and 107 multiply a coefficient corresponding to enhance quantity to the output of the high frequency component extracting circuit 104 and output the result and multipliers 108, 109 and 110 multiply such a coefficient to the output signal of the high frequency component extracting circuit 105 and output the result. A motion MIX circuit 119 inputs the output signal of a moving image MIX circuit 116 and the output signal of a still picture MIX circuit 117 and synthesizes them corresponding to the motion signal of a motion detection circuit 118.
